Job Summary: Managers and administers the Learning Management System (e.g. Blackboard (LMS) or Kenexa (LCMS) and associated software applications supporting residence course instruction and online distance learning worldwide via the Internet.
Essential Job Functions:
Provides technical support of required IT systems and databases
Monitors and administers first line support for the LMS/LCMS solution
Designs e-learning course home page and acillary virtual classroom content to support execution of respective educational objectives
Develops, revises, and implements e-learning site templates and content publishing standards to establish consistent and intuitive learning experiences
Coordinates with the other appropriate Information Technology (IT) staff to plan, analyze, design, develop, implement and evaluate LMS/LCMS hosted educational content
Uses appropriate Web authoring software (e.g. HTML5) to support LMS/LCMS hosting of educational content
Ensures that site content and structure are aligned with Department of Defense (DoD) and AFSOC guidelines, regulations, and standards
Provides initial LMS/LCMS application training to faculty and staff
Monitors operation of LMS/LCMS course sites to ensure continuiing compliance with standards and achievement of operational goals
Provides ongoing support, resolution of problems, and recovery of operating malfunctions involving local faculty and staff and end-users through understanding of supporting communication protocols
Maintains technical proficiency by attending relevant LMS/LCMS Department of Defense and/or other approved user group forums and learning events
Provides contracting support for LMS/LCMS hosted solutions, analyzes LMS service agreement and makes recommendations for adjustment of contract structure to include: purchased services, configuration, security, and licensing
Monitors growth indicators to ensure AFSOC users operate within agreed upon licensing structure
Ensures contracted services remain aligned with DoD, USAF, and AFSOC computing and security standards
Maintains access to sensitive and secret information and a Local Area Network classified as SECRET
Ensures expedient LMS/LCMS end-user technical assistance proceses
Ensures LMS/LCMS operations are properly interfaced with other DoD learning performance tracking systems.
Knowledge/Skills/Abilities:
Knowledge of the methods, principles, practices, and programs related to courseware development, instructional techniques, and training resources desired
Knowledge of a full range of database management concepts, operations, design principles, methodologies and approaches used in designing, developing, implementing, managing, and maintaining database systems that meets current and future requirements required
Demonstrated proficiency using Microsoft Excel to store, analyze and manipulate data required
Experience with SharePoint required
Experience in manipulating and organizing large numbers of files and folders using document management programs required
Demonstrated work experience within courseware development environment required
Extensive experience with Kenexa or other assigned LMS, SOF Training and Operations Resource Management (STORM), and SharePoint required
Education:
Required: Associates Degree in IT or CCAF equivalent
In Lieu of Degree: 5 years of LCMS/LMS experience may be subsituted for degree requirement
Special Requirements:
Must possess a Secret security clearance

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
