LEAD PROGRAM ANALYST

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions Series, 0343 SPECIALIZED
Experience:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command plans and programs for participating in or conducting major operations such as mission and flight operations, tactical airlift, tactical training rescue, deployment, mobilization, PPBS, acquisition, special operations, exercise, foreign military sales, contingency, or similar operations. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as rescue, mission and flight operations tactical airlift, deployment, mobilization, exercise, rescue, foreign military sales, PPBS, acquisition, special operations, or similar operations. 1. Knowledge of Air Force and command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events, and the relationship of the various command entitles involved m overall program planning and execution of military operations and evaluations. 2. Ability to apply military rated officer expertise as it pertains to assigned programs, and, assigned weapons systems to include Joint/Combined Air Operations Center, Command and Control, functions, organization and processes. Experience across a WJ.de range of military mission areas such as command and control, tanker/airlift, strike/CAS, intelligence special operations, information operations, space operations, etc, and the coordination and interaction of these mission areas m the context of executing a large scale computer aided command and control exercise. 3. Skill in designing and conducting comprehensive studies, and preparing solutions to especially broad, important, and severe military operational and contingency areas. 4. Ability to organize and lead others m studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes m established concepts and procedures. 5. Ability to communicate effectively both orally and in writing, negotiates complex issues, and maintains good working relationships. 6. Expert level skill with current Air Force exercise systems -- Air Warfare Simulation (AWSIM) and TBMCS, including ESTAT, and WEBAD tools Desired experience JADOCS, MIRC (or other collaborative tool used by AOC), and ROVER, and familiarity with Army systems used m AOC. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
