OPERATIONS SPECIALIST

This is a Key Position- The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW:
DoDD 1200.7, Screening the Ready Reserve) This is an Obligated Position in which an employee has return rights. Upon the employee's return, incumbent may be required to vacate this position. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0343 Series. Experience:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge in planning, programming, budgeting and execution of Department of the Air Force (DAF),United States Space Force (USSF), and Special Operations Space and Space Force Support programs in Major Command, to focus and develop the command's space priorities, objectives and lines of effort; expert knowledge of Air Force, Space Force, and Special Operations Forces (SOF) command program goals and objectives; sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluation of the same; to coordinate across all Major Command operations and programs in support of Special Operations units globally; and expert knowledge of the application of Air Force, Space Force, and SOF capabilities and extensive military operations and planning experience as it applies to assigned programs, operations, weapon systems, and personnel readiness in support of major military operations such as war, mobilization, deployment, exercise, Special Operations, Space Operations, command and control, or similar activities, to apply a global perspective to strategy, campaigning, and operations across all domains in multiple regions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Space and Space Force Support programs into the USSOCOM enterprise; and expert knowledge in DAF, USSF and USSOCOM organize, train and equip functions for SOF-Space. 2. Expert knowledge of Air Force, Space Force, and SOF command program goals and objectives; sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluation of the same. 3. Expert knowledge of the application of Air Force, Space Force, and SOF capabilities and extensive militaryoperations and planning experience as it applies to assigned programs, operations, weapon systems, andpersonnel readiness in support of major military operations such as war, mobilization, deployment, exercise,Special Operations, Space Operations, command and control, or similar activities. 4. Advanced skill to apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as mission and flight operations, military exercise, special operations and related administrative programs, acquisition, and workforce development and training. 5. Expert skill to plan and conduct comprehensive studies, and prepare solutions to especially broad, important, and severe military operational and contingency areas; and expert skill to communicate effectively both orally and in writing, negotiate complex issues and maintain good working relationships. 6. Expert skill to plan, organize, and lead other military, civilian and commercial experts in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
